Not enough information.  You seem to be describing stoloniferous behavior of the plant - one that spreads by specialized roots called stolons.  When you say the leaves come up through the surface do you mean that there doesn't appear to be a stem and that it looks like the leaves come directly from the ground?

What shape are the leaves? Are the roots white or brown or orange?  Have you seen it flower; what do the flowers look like? When you say it smells bad can you describe the smell? Does the plant produce the same smell if you simply bruise a leaf (rub it between your fingers) or do you need to pull it out of the ground?

We called it Stinkweed as kids, but other names are pennycress, wormwood, arteniesia and jimsonweed.  Some farmers are growing it for bio-fuel.
