This stalk came up in the middle of my 3-yr old rhubarb plant and will eventually turn to seed.  Should I cut it off at the ground??

Yes, cut it off at the base of the stalk.  then add a drop of vinigar to the stump where you cut off the stalk, this will seal that area and make the plant (think?) that it will not have to produce another one until next season. -Birdy

Crop the flower to encourage root growth. The stem of the flower will become hollow and dry and is not suitable for harvesting to eat.
