I live in Northern California in Zone 9. I'm just west of Sacramento.  Zones 3-8 covers lots of area.  The lower the zone number the more sunlight your primroses can take.  I plant them in dappled sunlight to full sun.  They bloom for me in late winter thru mid-spring.  
When you post a question on the sight it's helpful to identify where you are or the zone you are in since all gardening is local.  
Another invaluable tip-get yourself a used copy of the Sunset Western Garden Book.  Not the latest edition.  You might spend five bucks on Amazon.  It's a gardener's best friend and bible.

Hello,
I had posted the other day, but noticed no response. I see that your very active in answering. I post under "Bloomin Idiot". My question was " When do I plant Hardy English Primrose?" Zone 3-8. I'm new to gardening and will be retiring from my job in 13 days and would like to put by best "thumb" forward in  gardening endeavors. Thank you for your time and expertise.
