i pruned the one beside it that was entwined and now the other one look horrid.  can i prune them both to ground to clean them up

You can do it after the plant goes dormant in the fall or in the spring before growth begins. It won't kill the plant but may affect blooming for that year.  It's best to prune clematis according to its type - referred to as 1, 2 and 3 usually.  If you can find out what variety you have then you can look up the best way to prune it.
We have that growing on a trellis on the front porch.  We leave the vine right there....the leaves & flowers fall off and then next year they bud up and bloom again.  It will take a long time for that vine to grow again if you cut it down.  They like their roots cool but flowers well in the late afternoon sun for us.  The deer chewed it down to the ground, I thought that it died...........and suddenly 3 years later it finally bloomed.
