white powdery bugs on hibiscus

I have clusters of these white things on the stems and flowers of my hibiscus.  The only way, so far, that I have found to get rid of them is to cut off the stem below the infestation.  If I don't, these bugs that when squished have a greenish color, kill the leaves and flowers.  I have sprayed with insecticides, and it doesn't seem to kill them.

after the sun goes down have this mix ready   1 teasp liquid hand soap W 1 qt water and start spraying..................do it again tomorrow....................and again when needed and after it rains..........................bugs hate soapy baths.
