bugs in lettuce

my lettuce was rusty looking on the stems and full of bugs.  My pepper plants are very short and peppers small with holes inthem and my tomatoe plants are losing their side stems

after the sun passes, mix 1 teasp non-alcohol liquid soap w 1 qt water and spray.........spray again when it rains...........................when you finally cut off the lettuce soak it outside in very cold water with 1/2 cup salt..............the bugs will run out....and rinse it again to get out the salt...............then carefully check it.
