You need to hard prune it at the end of September.Chances are you have old growth stems that the foliage is growing on.It will produce plenty of new leaves but never any flowers. By cutting all the old growth to the ground the plant will produce new growth and should flower .
needs special fertlizer for that plant...go to lawn & garden store  check package for proper time to do that.
You may be cutting off the buds that have already set for next years flowers.
Go to Youtube type in Hydrangea Macrophylla .I think you may have a hydrangea macrophylla (blooms pink or blue) some 'cultivars'bloom on old wood if the old wood freezes and die over the winter the buds for next years flowers die with it . Some of the newer cultivars will bloom on new growth .You have got to watch the hardiness of the plant ex:zone 4-30degress,Zone 5-20degress zone 6-10degress etc.(USDA Hardiness Zones) Make sure your 'variety' will bloom on new growth . Espically if you live futher north were it tends to get cold  Thats why I think your hydrangeas are'nt blooming Hope I have helped!
ph for blue is 5.0 to 6.0   ph for pink is 6.0 to 7.5
