I have a fence line are that is partially shaded until late in the day.  I would like to plant roses against the fence or something that would grow like a bush but not get overly tall.  I like in deer country so azaleas are not the best choice.  Any suggestions?

Roses should have 6 hours of sun but there are some that  will tolerate more shade . Here are some that will grow less than 4 feet tall. Knock out,Bouquet Parfait, Belle Poitevene, Golden Fairytale, Julia Child, Marie Daly, Marie Pavie, Sophy's rose, Pomponella,Scepter'd Isle and Larissa. The Gallica roses do very well in the shade and they grow to 3 feet but they are once blooming.  Deer do like roses but they don't bother mine.

plant the rose bush - "Knock-Out Rose bush"    They are practiacally care free & very hardy.  They also do well  for row or plant fencing
