I have noticed the braches on my Bradfrd Pear tree are turning browing this Spring, could it be from the lack of water getting to the tree?  Last Spring I made a flower bed with landscaping around the tree, may this is cutting off the water supply.

Yes, you need to dig deep holes around the base of the ailing tree, and water, water, and more water.  But, to lessen the shock to the tree, you might want to consider adding 1/2 cup of vegetable oil to each small hole before you add the water.  The vegetable oil will provide the tree with a snack of sorts and will allow it to absorb the water more quickly.  Remember to dig the holes around 24  to 30 inches deep. -Birdy
I would take a piece of it to a place that deals with fruit trees.  I don't think that fruit trees like flower beds around them.  Too much on the root system.  It could be a fungus.
What you have is FIREBLIGHT.  It's very common in Bradfords as it is with roses.  Suddenly a portion of a branch turns brown, then another and another.  If you can get up into the tree cut the infected branch off about six inches below any sign of the fireblight.  Dip the pruner or saw into a mixture of 1 part bleach to ten parts water between each cutting.  Do not add the branches or leaves to your compost pile.

Google "fireblight" and you will probably find a picture of a Bradford pear in the same condition as your tree.

The tree can be saved.  No need to cut it down.
