Once tulips are done blossoming and the petals fall off, do I cut the stems back to the ground or do I just let stems stay as they are?

I generally alternate methods each year.  I have been told that with daffodiils you should let the stems/leaves "naturally" die off and not cut them, and if they let messy then tie them down close to the ground.  I don't have time for that and since the aging stems and leaves look messy I cut them one year, and let them die off on their own the next.  I have never had a problem with great strong tulip/daffodil  plants and super flowers every year.
