It is a good idea to cut the flower stalks off, unless you have pollinated a flower and want the seeds to grow a new color of iris.  Every 4-5 years you should dig out all the irises and cut off the old rhizomes, dip them in a bleach/water solution to kill disease and borers and replant them.  Always cut the tops in an inverted V to make them look good and save energy when replanting.

I never cut them off....wait until they die.....then put some bone meal on with gloves.  When they get too thick.....then dig up and move some.  Trouble with squirrels use some ground black or red pepper in soil when replanting.
