When is the best time to transplant my outdoor cactus?

I live in PA & have the flat,spiny cactus that bloom in early summer. They are now dormant for the winter- people are amazed by the fact that they "come alive " in the spring. I would like to transplant some of the leaves to the back of my sandy bed. Is this the wrong time to be doing this?

No, the best time to transplant is when they are dormant, its will be less stress on the plant itself.
