When chewed off by groundhog, will new leaves form on kale?

We have just planted young kale plants, and we came home to find the tops chewed off..

There is a groundhog in our area, and we have fenced the garden off now.

Our question is: Will new leaves form on the plants, or should we buy new ones?

they should come back just trim off where they ate.......put some lime down around the fence.
