Assuming that you are talking about the new stems that are coming up are red the leaves don't look right or the buds are small you should check and see if the thorns are real soft. This is one of the signs that your rose has gotten the rose rosette virus. I would cut off the stem and go to your local nursery for analysis. If it turns out to be that problem you can't save the plant and will have to remove it or the virus will move to all your roses bushes.
