i planted tulips in my garden (southern calif).  they bloomed around 1 month ago.  should the bulbs be removed and stored, or should they be left in the ground?  if they should be removed, when? and how should they be stored?

i have the same questions about hyacinths, daffodils, freesias, and anemones.

They don't need to be removed at all, if you live in zone 7 or below.  They will just bloom in the same place next year, for several years.  However, if you want to move them, wait for the foliage to totally turn yellow and dry out. You shouldn't ever cut back the foliage while it is still green, it will kill the bulb.   Then you can dig them up and keep them somewhere where they will experience a winter chill, the fridge is good if you don't want to replant them outside, or if you live in an area where you don't have at least a couple of months of cold weather.
I live in 5a...............we don't take perenials out.  They reproduce & divide in the cooler weather.  Do you have a winter there?  Not sure what your planting zone is.  I would check to see what your neighbor do who grow them.  The last 2 that you mentioned won't come up for us the next year up here.
