plant kale in snow?

I have been told that I am already late for planting Kale in my zone 5B garden by 2 weeks. I'm baffled. I'm a fairly new Gardener, and I still have snow on the ground.

DO I realy plant seed in the garden now?  Wont it freeze and die? Or does it need to freeze before germinating?  I thought seed wouldn't grow until the soil was at a certain temperature... I was told that Kale and Collards go in now....

 Can anyone chime in with what they know for a fact about any of this?

I would plant seeds inside until the weather changes............can you make a greenhouse in the garage or basement?
