I live in southeast WA state want to transplant my rose bush after few frosts, is it safe?

I live in southeast of WA state, its november right know and we already got a few frosts, i'm wodering if i can replant my big rose bush to a new location or if I should wait until early spring? I'm new to gardening the rose bush came with the house and its in a bad location. Any detailed advice please? The rose bush is beautiful about 5 feet tall and 2 feet wide, blocking the view:)

Since you can buy roses bare root in the winter and plant them right away  it seems logicall that you could transplant it now.   Make sured to dig out a wide root ball and have the new hole ready for the plant.  Plant it at the same level it is currently at and water it in well so it settles.  then check the level of the plant and make sure it is not too deep.
