I recently moved from a town house to an apartment. Since I've been here my palm trees( 3 in one big pot about a foot and a half to two feet high) have white fuzzy looks like mildew at the base where the leaves meet the trunk and also on the actual leaves. There are no bugs seen to the naked eye, the plant is still growing new leaves but lower ones are browning and I pull them off. What is this stuff and how can I make my plants healthy again??

This sounds like a caase of mealy bugs.  Dab each bug with a q-tip moistened with rubbing alcohol.  Just keep at it and they will all die.
I have a approximately 6X6 flower bed andi think it is besieged by slugs...and I don't know what else.  I DO find slugs, tho' a lot.  Unfortunately the flower bed is in the deep shade most of the time (part of it).  I can't seem to grow anything well in ti and am tempted to just take it out.  I've tried beer thing ..to no avail.  I hope you have some answers.  Also the main reason for this inquiry is "how to properly prune a potentilla bush"?  I looks pretty sick.  It isn't dead but it isn't pretty anymore.  I hope you have an answer for me.
Those plants get a fungus...........you have to spray them every 30 days..............Walmart, Lowe's & Home Depot have the spray.  Keep your other plants far away from them.
I've used Malathion and it works.  Apply 1 tablespoon of malathion to 2 qts water.  Apply every two days for three applications.
