I live in St. Louis, MO.  I would like to know if my Wisteria vine needs to be pruned back and will it come back next spring.

Cut the wisteria back to the basic size you wan it  to be. I rarely trim mine except for the straggly skinny spaghetti shoots when Winter roles around. Anything except the main trunk is just a sucker. Cut those away from the ground around the main plant as close to the ground as you can get. They just drain the energy from the main stock.
Wisteria vines are very strong and get heavy.  If you have them on a trelis you want to have a very heavy one as they will pull it down.  Keep them thinned out to keep the light as they get very heavy after the flowers come on it.  Keep them away from any foundations.  My neighbor had to replace 3 trelises until they did one with heavy wood.  Happy Spring is hear again!
