My hanging fushcia has been very wet and now leaves are drooping, and blossoms are not healthy what will bring it back?

There is a good chance that it may be to late if the roots are gone.  Fuchsia generally do not like to much water.  Even if drainage is good, be careful to keep them moist but not wet.  The best option now is to try your best to dry the plant out if possible.  Without seeing it, it would be difficult to know if you might be able to fix the problem.  Do your best to dry it out.
